Prevention Through Affordable Access
Here's a little story about rushing a bill through without thinking through the consequences. The Deficit Reduction Act of 2005 was enacted in an attempt to slow the pace of spending on Medicare and Medicaid. The law, in part, altered how drug manufacturers calculate Medicaid-related rebates paid to states. An unintended side effect of this bill was that it included end dates on discount drug pricing that had previously been available to healthcare providers for low-income populations. Among the hardest hit have been campus clinics and institutions such as Planned Parenthood that had relied on the deep discounts on birth control. As a result, birth control previously available for $3.00 a pack is now $30.00 per pack. Since 98% of women utilize birth control during their reproductive years and oral contraceptives of 97.9% effective this clearly has an impact on preventing unintended pregnancy. The recently introduced Prevention Through Affordable Access Act has been co-sponsored by lawmakers on both sides of the aisle. It's a win-win-win situation. The Republicans can show that they care about family planning, women get the birth control that they need in order to prevent unplanned pregnancy and it doesn't cost the taxpayers a single penny! Let's just hope that everyone can get on board and fix this costly mistake.

I'm not big on govt handouts, but if anything should be paid for with our tax dollars, it should be birth control for absolutely anyone who wants it. It's just smart business.
I would even offer paid Tubal ligation and Vasectomy for anyone between the ages of 20 and 40. Free operation plus $1000 cash-in-hand to anyone who's interested.

That's the great thing about this fix, there is no cost to the taxpayers because it allows for the drug makers to reinstate their discounted price.
I am a big supporter of birth control and responsible sexual health education. I once heard Dr. Jocelyn Elders speak and she stated that the number one cause of poverty is children. Think of how many girls and women could be more productive members of society if they completed high school or college instead of dropping out due to unplanned pregnancies.

Birth control should be common ground between those who are pro-life and pro-choice. Stop the unwanted conception before it happens and abortion becomes less frequent, which is the desire of both sides (for different reasons).

$30 is the national average though some are as high as $50. Some agencies were able to buy large supplies before the January cutoff and are only now having to increase their fees where others are finding ways to eat the additional cost.
Although the socio-cultural norms of teens and poverty is a complex topic, we know that you can't make people practice safe sex. However, Prevention Through Affordable Access will assist individuals who ARE using contraception to be able to continue to afford it.
